After downloading the full client i found it to be in Korean. To convert it to English, go to your XIVRO folder -> data folder -> textures then rename the folder " +e+ú++Å+Æä+¦½º " to " À¯ÀúÀÎÅÍÆäÀ̽º " thanks to Iroha for this tip over discord on #general-support :)
